⚠️ Regulatory Signal: Work Is Moving Forward — No EU-Wide Maximum Levels Yet

The European Commission continues to work on the possible establishment of EU-wide maximum and minimum levels for vitamins and minerals in food supplements. However, no final EU-wide maximum-level regulation has been adopted yet. In December 2025, the Commission confirmed that the issue remains on its agenda and that it intends to gather further evidence, examine scientific data, and continue discussions with Member States and stakeholders.

Why Should Supplement Brands Watch This Now?

For brands selling supplements in Europe, the issue is not whether a new limit is already in force. The more important question is whether current high-dose formulas may need to be reviewed if harmonised EU limits are eventually introduced.

This is particularly relevant for products containing higher levels of vitamins or minerals, where a future change could affect

formulation, dosage, labelling, and production planning.

What Does This Mean for OEM Production?

HHC Bio-Industry Co., Ltd. follows regulatory developments that may affect customers' finished supplement products.

For brands preparing products for the EU market, HHC can review existing product specifications and production requirements before manufacturing. Where regulatory developments may affect a formula, the production team can help coordinate formula review, raw-material specifications, QC requirements, and finished-product checks.

This gives brands an opportunity to identify potential issues before commercial production, rather than waiting until a regulatory change requires an urgent product adjustment.

What Brands Should Do in 2026

There is no need to treat a future EU maximum-level system as an existing regulation. At the same time, brands with high-dose vitamin or mineral products may benefit from monitoring the process and reviewing formulas early.

HHC Bio-Industry Co., Ltd. supports supplement brands with OEM manufacturing, including formula review support, raw

-material coordination, QC, stability testing, packaging evaluation, and commercial production.

For brands planning new or continued EU supplement production, keeping the formula and manufacturing plan flexible can make future regulatory adjustments easier to manage.
